Joanne Frederick ~ Co-Founder
Joanne is an innovator and experienced public sector market development executive with more than 30 years of experience in government contracting. In 1992, Ms. Frederick founded Market Strategies as a consulting firm serving the public sector healthcare industry. Providing a comprehensive strategy and development from planning through execution, she has helped clients procure billions in government contracts within the Medicare, Medicaid, TRICARE and Veterans Health programs.
Joanne holds a Bachelor of Science in Business Administration and a Master of Arts in AHA/Transformative Leadership and Social Change from the Maryland University of Integrative Health. She is a AADP Board Certified Holistic Health Coach, a RYT-200 certified yoga teacher, and is certified as a Product Owner by the SCRUM Alliance. She previously served on the Board of Directors of Tai Sophia Institute and has taught several holistic health workshops, including pro bono teaching at My Sister’s Place shelter and Shepard’s Clinic in Baltimore City. Ms. Frederick holds several certificates from IDEO U including Leading for Creativity, From Ideas to Design and Designing a Business. She also holds a certificate in Global Health Delivery from the Harvard School of Public Health, Office of the Vice Provost for Advances in Learning, a program designed and taught by Dr. Paul Farmer a renowned global health expert. In 2023, Ms. Frederick was selected as one of eighty individuals from across the world to attend the intensive seminar on Value-Based Health Care at Harvard Business School.
Jim Maguire ~ Co-Founder
Jim has 25 years of experience in developing and executing business strategies in the federal defense and healthcare contracting industry, with a focus on managed care operations serving multiple state Medicaid plans. In the first half of his career, he dedicated himself to serving US service men and women and allied military operations in Southeast Asia. He now uses this extensive experience to serve public sector healthcare in various organizations such as the Defense Health Agency, Department of Veteran Affairs, and state Medicaid programs. Jim’s expertise in business and managed healthcare operations, finance and accounting, and government contracting regulations and compliance requirements have resulted in exceptional corporate performance in support of mission-critical ventures, highly efficient and effective business operations, and growth – both top and bottom line.
Jim resides in Northern Virginia and is married to the love of his life. He and his wife have five sons (and one daughter-in-law!). Jim enjoys spending time in the Midwest visiting friends and family and upland bird hunting with his Gordon Setter, Missy, and two Labradors, Kayleigh and Kenzie.
Jim Dolatowski ~ Principal
Jim leads the company’s financial strategy and performance, including budgets and forecasts, in addition to leading and managing its corporate support functions: Human Resources, Contracts, Recruiting, Resource Management, Learning and Development and Facilities. Dolatowski brings an extensive background providing strategic, operational and financial guidance to commercial health plans, government contractors and specialty health organizations. He has over a decade of experience leading the development and implementation of enterprise strategic initiatives, with an emphasis on government sponsored health programs.
When Jim is not hard at work or on the golf course, he is living the good life with his wife, a handful of little ones and a brand-new dog!
